President Ferdinand R. Marcos Jr. signed into law Republic Act (RA) No. 12063, otherwise known as the Enterprise-Based Education and Training (EBET) Framework Act in a ceremonial signing held at the Ceremonial Hall, Malacañan Palace, Manila, 07 November 2024.
RA 12063 aims to institutionalize and strengthen apprenticeship programs in the country to address the jobs-skills mismatch and develop a more skilled and globally competitive Filipino workforce. It also seeks to improve the country’s employment figures by focusing on upskilling and development.
The said law is among the priority measures of the Marcos Jr. administration. RA 12063 also provides that incentives will be provided to the participating enterprises, including an additional deduction from their taxable income equivalent to 50% of actual training expenses, which shall go up to 75% in 2028.
In his message, President Marcos Jr. emphasized that the law will align training programs with industry and labor market needs through public-private partnerships. He also assured trainees of the government’s continued support for upskilling efforts until they secure the jobs that match their skills.
Finally, President Marcos Jr. reminded everyone to build a workforce that can compete on the global stage as we shape a more inclusive, dynamic, and prosperous Bagong Pilipinas, where every Filipino has a chance to grow, a chance to succeed, and a chance to contribute to a shared future that is bright for all of us.
Presidential Legislative Liaison Office (PLLO) Secretary Mark Llandro L. Mendoza, together with other PLLO officials and staff, attended the said ceremonial signing.
