President Ferdinand R. Marcos Jr. signed into law Republic Act (RA) No. 12028, otherwise known as the Academic Recovery and Accessible Learning (ARAL) Law in a ceremonial signing held at the Ceremonial Hall, Malacañan Palace, Manila, 18 October 2024.
RA 12028 aims to accelerate learning recovery and improve the quality of education in the country. It also seeks to create a national learning intervention program designed to help struggling learners catch up with the required standards for their grade levels.
The said law is among the priority measures of the Marcos Jr. administration. RA 12028 provides that the Department of Education (DepEd) will spearhead the ARAL Program, a free national learning intervention program that will tap teachers and para-teachers, and pre-service teachers or those students enrolled in a teacher degree program offered by Teacher Education Institutions to help struggling learners attain the competencies set by the agency.
In his message, President Marcos Jr. emphasized that at the heart of the law lies a steadfast commitment to a free and effective learning intervention for learners from Kindergarten to Grade 10 within the public education system. The signing of RA 12028 seeks to confront the broader challenges of mastering essential competencies and recovering from learning loss through structured tutorial sessions.
Finally, President Marcos Jr. enjoined everyone to collectively aspire to build a Bagong Pilipinas—one where education serves as the cornerstone of our nation’s progress and emphasized that through integrated efforts, we can create a future where no learner is left behind, and every Filipino child can flourish in an increasingly complex world.
Presidential Legislative Liaison Office (PLLO) Secretary Mark Llandro L. Mendoza, together with other PLLO officials and staff, attended the said ceremonial signing.
