President Ferdinand R. Marcos Jr. signed two laws: Republic Act (RA) No. 12009, otherwise known as the New Government Procurement Act (NGPA), and RA No. 12010, otherwise known as the Anti-Financial Account Scamming Act (AFASA), in a ceremonial signing held at the Malacañan Palace, Manila last 20 July 2024.
The NGPA aims to address loopholes in the current government procurement system for a more economical and responsive procurement process from three months to just 60 days by standardizing procurement forms and institutionalizing electronic procurement.
Meanwhile, the AFASA seeks to prevent and penalize financial cybercrimes, imposing harsher penalties for illegal acts such as online selling and investment scams, phishing and other fraud schemes.
Both laws are considered priority legislations of the administration as tagged by the Legislative-Executive Development Advisory Council (LEDAC).
Presidential Legislative Liaison Office (PLLO) Secretary Mark Llandro L. Mendoza, together with other PLLO officials and staff, attended the said ceremonial signing.
