The Presidential Legislative Liaison Office (PLLO), led by Secretary Mark Llandro L. Mendoza, conducted a joint Coastal Clean-Up Drive and Mangrove Planting activity in Brgy. Simlong, Batangas City, 7-8 November 2023.
In collaboration with the Philippine Coast Guard (PCG) Auxiliary District Southern Tagalog, the PLLO, thru its Climate Change Committee, organized the event which aimed to foster awareness and active engagement for a sustainable and resilient future with a particular focus on environmental protection. Secretary Mendoza is also the Director of the PCG Auxiliary District Southern Tagalog with a rank of Commodore.
To further support the call of President Ferdinand R. Marcos Jr. to prioritize climate change issues, the PLLO also aimed to show that climate awareness and legislation translate into tangible on-the-ground action that benefits local communities and the environment.
Republic Act 9729, known as the Climate Change Act, mandates government agencies to mainstream climate change into policies, plans, and programs in order to build a more solid foundation for climate resiliency. Pursuant thereto, the Department of Budget and Management (DBM) and the Climate Change Commission (CCC) issued Joint Memorandum Circular (JMC) No. 2013-01 dated 27 December 2013, which provides for the guidelines in tagging and tracking government expenditure for climate change in the budget process. Several PLLO officials and employees actively participated in the said activity.
